On Wednesday, May 25, 2016, at approximately 9:00pm Officers from the Niagara Regional Police Service (NRPS) attended the Walmart on Fourth Avenue, in St. Catharines for a theft in progress.
It was reported that a man and a woman had entered the store and proceeded to the electronics department. Once there they selected a Smart LED Television and a Surround Sound speaker system.
The man and woman left the store with the property in their hands, without paying for the items, or making any attempt to do so. Loss prevention officers, who had observed the theft taking place, approached the two outside of the store, advising them they were under arrest.
They dropped the items and fled the area on foot, at which point the NRPS were contacted.
St. Catharines Officers quickly attended the area and set up a perimeter. The NRPS K9 Unit was requested and attended the area.

PC.Robert Kroon and K-9 partner, ‘K” along with uniform members located and arrested the two in an open field just west of the Walmart parking lot.
Charged was;
William Jeffrey FRANCIS, 37 years of St. Catharines for; Theft and Breach of a Court Order.
Karen MONAGHAN, 36 years, of St. Catharines for; two counts of Theft. Further investigation revealed that MONAGHAN was also involved in a prior theft at a Canadian Tire in the area.
A bail hearing was scheduled in St. Catharines for Thursday May 26, 2016.
